1. Everything has an effect. Eutrophication (SAT word?) is a form of pollution that occurs when substances are added to a body of water that creates negative environmental effects. For example, phosphates and nitrates promote excessive growth of algae. When the algae die and decompose, they deplete the water of available oxygen.

2. In January 2011, New Jersey passed the NJ Fertilizer Pollution Reduction Law, effective immediately. The law requires specific fertilizer content (nitrogen and phosphorus) and practices (including a professional fertilizer application certification program and public education) and is being implemented in three phases.

3. Phase I, which became effective immediately, restricts fertilizer application during certain months, during or just before heavy rainfall, and regulates how it may be applied within 25 feet of a body of water.

4. Livingston provides water and wastewater services to 30,000 residential and commercial customers.

5. Joe Greco, Superintendent of the Livingston Water Pollution Control Facility, described RWBR – “reclaimed water for beneficial reuse” – giving wastewater treatment plant effluent a specialized level of treatment and using the reclaimed water for purposes such as irrigation, industry and fire protection. This reduces the demands on our drinking water supply and can also save money.

The Water Pollution Control Facility converted two systems, each saving 13,000 gallons of water per day, helping to conserve fresh water resources.   Pharmaceuticals in the water is dangerous. Twice a year, Livingston holds “Take Back NJ” to help people dispose of un-needed medication. It is promoted to avoid untoward drug incidents, but is a wonderful opportunity to address the issue of water quality. The long-term solution, noted Eric Benson, Director, Clean Water Action, NJ Environmental Federation, is stricter regulations on discharge, preservation of open/natural space, and more local water reuse and treatment. Livingston received Sustainable Jersey's Innovation Award in 2010, highlighting efforts to promote water conservation, open space preservation, eco-fairs and environmental education.
