Sewer project cost may double

A large-scale sewer force main replacement will result in lane closures along State Road A1A, slowing traffic this summer and fall.

On Tuesday, the Town Council will be asked to approve a construction management contract with Burkhardt Construction, which will oversee the replacement of force mains on A1A between Phipps Ocean Park and Island Road, which connects Everglades Island with the rest of town. The majority of the force mains are under A1A.

Tuesday’s meeting begins at 9:30 a.m.

The work would begin July 18 and end by Nov. 18, then resume April 9 and be completed in November 2012, Public Works Director Paul Brazil said.

“We anticipate it will take two summers to complete, and there will be significant impacts to traffic,” Brazil said. “The majority of the force-main replacement will be under the DOT road, so pavement restoration will be a large part.”

One lane of A1A will be kept open in the construction areas, he said. An exception will occur on a section between Widener’s Curve and Southern Boulevard, where the force main is beneath the middle of the road, so both lanes will have to be closed while that main is replaced.

Work will progress in segments from north to south. Each night, pavement in the work area will be temporarily restored so both lanes can be opened to traffic overnight, Brazil said.

During the day, flag workers will be posted at each end of the work zone because of the lane closure, he said.

The council has the option of approving an alternate plan in which both lanes of A1A would be closed to all but local and emergency traffic in sections where the work is being done, Brazil said. That would speed the completion, although it would still be finished next year. The alternate plan also would reduce the cost, but it would require that traffic be detoured into West Palm Beach.

“Keeping one lane open will take longer and cost more because the price of asphalt and parts keeps rising,” Brazil said.

Burkhardt’s proposed fee is $11,456,907 — more than double the town’s $5 million estimate for the entire project. Brazil described Burkhardt’s price as a “worst-case” price and said the actual cost may be lower.

The town’s estimate dates to 2009, and prices have since increased for petroleum-based products such as PVC pipe and asphalt, he said. The proposed construction cost is now $9.2 million, about $650,000 of which is because the scope of the work has increased, Brazil said.
